По мнению авторов, эти понятия продуктивнее рассматривать не в качестве взаимоисключающих альтернатив, но как два сосуществующих «режима» работы современного капитализма. Именно их сосуществование придает последнему дополнительную устойчивость. Тактически переключая «режимы» в рамках своей общей гувернаментальной стратегии, капитализм куда успешнее справляется с историческими вызовами, превращая саму «внешнюю» историю в принцип собственной внутренней динамики. Сборка этих режимов производится в двух плоскостях: темпоральной и функциональной. В темпоральном плане они в одинаковой мере поддерживают логику «девелопментального» историзма, т.е. противопоставляют прогрессивную современность «мрачному» прошлому. При этом неолиберальный прогрессизм, в котором прошлое ассоциируется с угрожающим свободе государственным контролем, а настоящее - с расцветом частной инициативы и соответственно с подлинным раскрытием индивидуальных талантов, просто переворачивает исторический нарратив доктрины welfare state, где в прошлом - безжалостная конкуренция, в настоящем - социальная поддержка уязвимых категорий населения. Комбинируя эти противоположные по направлению, но одинаковые в своем формальном «прогрессизме» нарративы, капитализм поддерживают иллюзию, что общество в любом случае продолжает «развиваться». Другой функциональной общностью этих двух версий капиталистического проекта становится управление рисками. Но если общество благосостояния предполагает простую минимизацию рисков за счет государства, то для неолиберализма кризис - это не столько тест на выживание, который необходимо успешно пройти, сколько новая возможность укрепить свои позиции за счет «рационального» перераспределения средств и постоянной модификации управленческих стратегий, распространяющихся все шире во всех сферах жизни общества. Кризисы в этой модели оказываются необходимой точкой переключения обозначенных выше «режимов» - регулятором не только финансовых потоков, но и социальных ожиданий.</p></abstract><trans-abstract xml:lang="en"><p>The article questions the opposition of the concepts of "neoliberalism" and"welfare state". It is more productive to consider them not as mutuallyexclusive alternatives, but as two coexisting regimes of contemporarycapitalism. It is their coexistence that gives the latter additional stability.</p><p>Switching regimes within the framework of its general “governmental”strategy, capitalism copes with historical challenges much moresuccessfully, turning the external history into internal dynamics. Theassemblage of these two regimes is carried out in temporal and functionalplanes. In terms of temporality, they equally rely on the logic of progressivehistoricism. That is, they construct modernity by setting the present againsta "dark" past. At the same time, the historical narrative of neoliberalism (inthe past — cumbersome state regulation, in the present — effective privatemanagement) is the inversion of the narrative of the welfare state (in thepast — wild predatory capitalism, in the present — reasonable governmentintervention and social policy). Switching between these two narratives,capitalism makes people feel that they continue to move "progressively"towards a better future. Risk management becomes another functionalcommon feature of the capitalist project. But if a welfare society impliesa minimization of risks at the state’s expense, then neoliberalism playsa more complex game with them. For neoliberalism, crisis is not a test ofsurvival, which must be passed successfully, but rather a new opportunityto strengthen its own position through the “rational” redistribution offunds and constant modification of management strategies that spreadmore and more widely in all spheres of society.
